The Ontario sex offender database is only accessible to the police, and can only be used in the investigation and solving of crimes of a sexual nature. I also think that it should exist, however, it should be more specificic about the offense or divide the list inot several groups. Some offenders were at college Frat parties and hooked up with a 16 year old posing as a fellow college student. They are not really a threat to society like the troubled people that are sexually attracted to children. Some people were naked on a boat or tent on their campsite and were unknowingly seen by passers by that happen to be minors. They are not exactly pedaphiles.
It is not really fair that they are put on the same list as the ones with psychological disorders. But the public seems to stereotype them all inot one big group.

When I search his name on the Wisconsin sex offenders list, his name doesn't appear. He's a registered sex offender, but why doesn't his name appear on any public lists?

Answer:It is possible his conviction was before they required sex offenders to register. There is a legal principle called "ex post facto". The translation from Latin is "after the fact". If a law was created after the fact, he can not be compelled to register.
It is also possible if he was recently released, the paperwork just hasn't caught up with him yet.

However, if the girl is willing to testify that she lied about her age (or your guy has credible withesses as to her claim of being - presumably - 18), then you and your guy should be able to have the charges/conviction expunged.
Incidentally...he got hosed... If he could prove she claimed to be 18, or could prove that based on the circumstances that he had a good faith belief in the fact that she was in deed of age, the charges should never have been pressed by the DA, or the verdict should have been "Not Guilty."
